Mr. Jeffers is a member of the firm's Land Use and Environmental Law Group. His practice is focused on the fields of land use, water, and real property law. Mr. Jeffers handles matters involving zoning, water, the Subdivision Map Act, the Endangered Species Act, environmental review (the California Environmental Quality Act and the National Environmental Protection Act), historic and archaeological resources, conservation planning, real estate transactions, and easements and other title instruments. Mr. Jeffers has successfully represented clients before government decision-makers and staff at the local, state, and federal levels. Mr. Jeffers is often retained on projects requiring permitting and entitlements, compliance audits, and due diligence investigations assessing water rights and development potential.
Representative Experience:
- Resolution of California Coastal Commission appeals in Monterey County, Santa Cruz County, and San Luis Obispo County.
- Coordination of complex multi-jurisdictional projects involving riparian and wetland resources. Strategic conservation and tax planning involving over 30,000 acres.
- Securing water rights (riparian, appropriative, and transfer rights) and water system compliance.
- Guiding CEQA and NEPA review and compliance.
- Obtaining Williamson Act approvals.
- Federal land exchanges.
- Easement drafting and dispute resolution.
- Map Act certification of over 150 antiquated lots of record.
