Mr. Horan retired in 2009 as the senior and founding shareholder of the firm. An experienced trial attorney, arbitrator, and mediator, he retired with over forty years of litigation experience in the fields of civil litigation, professional negligence (lawyers, accountants, architects, doctors, and dentists), land use, condemnation, eminent domain, and conservation easements. He practiced before California state and federal trial and appellate courts and the U.S. Tax Court.

In 1996 Mr. Horan received the Monterey County Bar Association Gibson Award for Outstanding Community Service. From 1964 to 1969 he took a special leave from his law practice and served as the U.S. Peace Corps Director for El Salvador, Costa Rica, and Colombia and as the Office of Economic Opportunity's (War on Poverty) Regional Director for the Western United States.
